AB  - The housing problems of the 21st century that include continuous urbanization, overpopulation, pollution, energy deficiency, land shortage and lack of affordable housing cannot be solved by applying housing solutions of the 20th century. The paradigm shift initiated by the disruptive new technological development of the fourth industrial revolution is offering substitution to the conventional understanding of housing design, its production processes and radically change the way we live and work. This paper examines and describes new prospects, opportunities and limits of housing design by the use of innovative advanced 3D printing technologies with CAD/CAM systems that introduce new possibilities to the process of housing design, fabrication and construction. These new possibilities in housing design include research in form, function, structure and materials, and have profound influence on both architectural research design, its production process and significantly reduce overall investments, time and resources, materials and labour use, decrease pollution and energy use.

Introducing smart governance perspectives to Belgrade strategic planning processes

AB  - The intensive natural, social, political and economic urban transformations call for
the inevitable shift in Belgrade planning paradigm, stepping out from the conservative
comprehensive planning, to strategic, process-based planning along with balancing the needs
and priorities of a larger range of urban stakeholders. Its institutional design will be
assiduously examined in the coming period as the City is in process of drafting new
development strategy and new City Statute. These strategic/legal innovations present an
opportunity to introduce smart governance concept which is determined by the following
factors: political strategies and perspectives, participation in decision-making, transparent
governance, and, finally public and social services, and by associated indicators.
Taking into account specificities of local governance, this paper considers future links
between the strategic planning framework design and different models of e-governance that
could be applied to administrative development and effective service delivery processes in
Belgrade. It will focus on smart governance innovations in management, policy making and
technology, in a contextualized environment seeking new possibilities for citizen-togovernment communication.

Study of the turbulent swirl flow in the pipe behind the axial fan impeller

AB  - Experimental research of the turbulent swirl flow in the pipe behind the axial fan impeller is presented in this paper. Axial fan is inbuilt without guide vanes in the installation with a free inlet and ducted outlet, like it is widely used in the ventilation systems. One-component laser Doppler anemometry and stereo particle image velocimetry (SPIV) are used in two measuring sections on the fan pressure side and for three fan rotation numbers. Non-dimensional axial velocity profile is not significantly transformed downstream, while the circumferential is, although it preserves its character. Turbulence level is the highest in the vortex core in both measuring sections for all velocities. It increases downstream in the vortex core zone and decreases in the main flow region. Determined skewness and flatness factors point out the intermittent character of the generated turbulent swirl flow, as well as the existence of the organized coherent structure. Correlation curves indicate various dynamics of fluctuating circumferential velocity fields in measuring points. The Rankine vortex structure of the turbulent swirl flow is also revealed by the SPIV measurements. Analysis shows more dominant vortex core dynamics in the downstream section. Studied flow is characterized by extensive mass, momentum and energy transfer.

AB  - This paper discusses the energy saving measures for a residential building in Belgrade, Serbia, by investigating the influences of architectural measures and HVAC systems' measures on its energy performance. The residential building selected for this case study is a high energy consumption house with challenging ventilation requirements, located on a narrow and inclined site with particularly obstructed orientation for its climate zone. Simultaneously, this paper accentuates inaccuracies of energy efficiency regulations in Serbia that merely monitor energy consumption for heating and not at all for ventilation. The PHPP2007 software of the Passive House Institute, Darmstadt, Germany, was used in this research for the reason that it operates with the entirety of energy consumption measures. It allowed demonstrating the results of systematic computer simulations and energy performance studies conducted for a period of one year for the residential building selected and in climate conditions of the Belgrade region.
