Some Remarks on Bottom-Up Methodology for Energy Efficiency Action Plans

Energy efficiency is one of the key elements of European Union (EU) energy policy. It contributes all key objectives of the EU energy policy, like safety in energy supply, cut down of energy import of EU countries, reduction of the carbon dioxide and other GHG gases, increasing the renewable energy sources share in primary energy consumption. European Commission (EC) presented in December 2003 directives of the European Parliament and Council for the end users. The paper presents a bottom-up methodology for energy efficiency improvements in building sector in Serbia. This methodology is based on the harmonized bottom-up method, reffering to four stages calculation. It is defined in the project "Evaluation and monitoring for the EU directive on energy end-use efficiency and energy services" with a set of calculations and case applications. According to the National Energy Efficiency Action Plan (NEEAP) total indicative target for Republic of Serbia for the period between 2010 and 2018 i...s 9% of the average final energy consumption (0.7524 Mtoe) where the baseline for calculations is 2008.
