Nacionalne tehnološke platforme Srbije - novi formalni okvir za reinženjering industrije Srbije

Abstract

U okviru ovog rada saopštava se jedan od mogućih scenarija revitalizacije i reinženjeringa industrije Srbije kao nužnog sadržaja ukupnih transformacionih procesa nacionalne ekonomije na putu Srbije u evropske integracije. Evropske tehnološke platforme (ETP) su jedan od političkih instrumenata Evropske unije čiji je osnovni cilj da podizanje globalne konkurentnosti i izgradnje liderske pozicije evropske ekonomije ostvari kroz povećanje istraživačko-razvojnih sadržaja industrije, suštinski menjajući ustaljenu praksu integracije industrije i nauke kroz uvođenje radikalno novog pristupa sadržanog u 'bottom up' konceptu, kojim se industrija dovodi u centralnu poziciju, odnosno poziciju predvodnika, koji inicira i kontroliše ovaj proces. Kao primer mogućeg reinženjeringa industrije Srbije kroz ustavnovljene mehanizme implementacije ETP instrumenta na regionalni i nacionalni nivo, uzima se segment industrije prerade metala za domen proizvodnih tehnologija, odnosno izgradnje mašina alatki i alata, kao ključne/generičke tehnologije za razvoj industrijske proizvodnje uopšte. Prvo se navode neke istorijske činjenice razvoja i evolucije ove oblasti na tlu Srbije, a zatim se predlaže jedan konkretan scenario, uvažavajući formalne okvire ETP instrumenta i nacionalne specifičnosti, odnosno specifičnosti kulturnog profi la, geografskih odrednica i istorijskog nasledja Srbije, kao ključnog političkog i ekonomskog činioca na prostoru Zapadnog Balkana.

This paper presents one feasible scenario for revitalization and reengineering of Serbian industry, as compulsory content of overall transformation process of the national economy on Serbia's road toward European integration. European Technology Platforms (ETP) is a relatively new political instrument, whose main goal is to raise global competitiveness and provide leading position of European economy, through increasing RTD content in European industry. ETP changes the traditional practice of industry and science interaction through the introduction of a radically new approach. This approach is based on the 'bottom up' concept, which leads the industry into a central or leadership position. That way industry can initiate and govern the RTD process. As an example of reengineering of Serbian industry by applying the ETP instrument and its mechanism of implementation to the national and regional level, reengineering of Serbian metal processing industry, in particular, the segment of manufacturing technology and machine tools building, is considered. Firstly, some historical facts of development and evolution of this segment are referred, then a specific scenario is proposed taking into account the formal framework of ETP instruments and national characteristics, specific cultural profile, and the geographical and historical heritage of Serbia, as a key political and economic factor in the West Balkans region.
